Tutorials aren't actively checked nowadays. That should change with TWHL3 however. In other words, don't panic if you don't get any reaction anytime soon.

you don't. Merely provide the outline of your tutorial. If your idea is accepted, you will hear from a moderator who will give you instructions on what to do next

mapping tips thread.This man speaks the truth. I doubt a tutorial as vague as that will be approved. Hell, NO tutorials are being approved recently. Besides, posting in the mapping tips thread will be infinitely easier than writing a tutorial!
So stop hogging all the tips and head over to that thread!
