How to give monsters ingame the glow effect such as like the 1 in the following image?

Like what should I set my render fx to and what not?

I think most if not all of the render effects work for models. Try glow/additive/255 (and others), to see what works best. I'm pretty sure all the render effects work for models, like distort and hologram were used to make the "hazard course lady model" look like a hologram. (i think)

No. Its not a render property on the entity. It's some kind of effect that creates a glowing layer over the model. It's used Opposing Force when you use the lightning bug weapon on enemies and is also used in mods like Sven-coop.

However, I have no idea how it works but I'm pretty sure it requires some coding.

I think Urby is right, its done in the code.
It would be pretty cool to have a monster entity property for that.

Btw, what mod is that? :o

Lots of AMXX plugins cause this too. It's something that the engine can do without extra coding, but I don't know how to get it ingame.

SOHL supports it. It's listed under name Glowing Aura, in rendermode options.

I code for Sven Coop only now...due to the awsum new versions being released...

+ It is the easiest Goldsrc game to map for...as all you have to do is map like you would for SP and just add more than 1 deathmatch spawn point...
