so i had my map well lit but then i wanted to change the lighting so made a few flickering lights. Played in the map but no flickering lights so i deleted
all the lights but still every thing still lit up. and i am using J.A.C.K not the hammer editor.

You maybe had r_dynamic turned off. That's used for any 'dynamic' light.
And, check for fullbright mode, you probably turned it on.

Another cause might be, hlrad.exe does not launch at all.
You said that everything is lit. That might be a result of RAD not doing anything. Check your game configuration, to see if you provided the correct path to hlrad.exe.

Another thing: check "Minimum light level" in the map's properties :)

It sounds like there is an issue outside of lights causing this.
Your initial problem is that dynamic lights only work ( ie, flickering ) if they are provided a targetname - otherwise, they are completely static.

Check the compile log, is anything coming up when you compile? It may be a case that hlbsp refuses to run, meaning you aren't actually updating your compiled map

ok stupid me it seems to have been a tiny leak in the map. Well anyway thanks for helping me out. i never look at the log so i wouldnt have found the leak.

Just for the future, it's a very good idea to check your compile log first if you notice anything strange or out of the ordinary happening. There's a whole section on the site dedicated to compile log error codes, so you should be able to solve most of these problems fairly easily!
