Under Goal initial state' SmartEdit name, it is the initial state of the goal, with these options:
<li>1 = Active</li>
<li>2 = Inactive</li>
<li>3 = Removed</li>
If you set this value to Active, the goal will perform its action as soon as the map loads (even before players have joined), and then move to the Inactive state unless it is set to stay active.
