The very point of the engine Valve made in the first place, was to make creative stuff out of brushes.Technically, the point of the engine was to make games. Making creative stuff out of brushes was not so much a choice, but rather adapting to the limitations of the engine to still crank out good detail.

How would that truck even fit into the floor plan you've made? Cheater!!!The lobby has some leeway with the rules, as it's on the ground floor. The truck is sitting in a 64 unit deep bay. The exterior also extends out further than the 128 unit rule, in order to look like a ground floor.

But isn't that the "0th level" before the action kicks in?Nope. There is no "before the action kicks in" since every floor will be different and not necessarily action packed. There is no overarching story. Every floor is it's own isolated case.
Also, in what order will you place the levels?Levels will be ordered in terms of gameplay style to keep things varied and then by difficulty. The exception being the basement that needs to come after the ground floor.
