Come on. Does it really matter? It's not like they're going to sue him over his compo map. It's not technically legal but the chances of repercussions are... slim.
But, yes, potatis is right - there are global copyright agreements and you can copyright pretty much anything anywhere. This being said, go ahead - use the song. I'm fairly sure the KGB won't make you go away.

I started to write a hacky tool back in the day that kind of did this for Hammer 3.5. It sent the map data to a server each time the map was saved, and then reloaded it for everyone connected. After a compile it'd spawn a server and add everyone. It worked, but it was... dodgy. Can't remember how far I got with it, either.

Ah, I tried a webcam gaming once. It was pretty cool, although my camera sucked so it lagged pretty bad. You need a really good camera for it to work satisfactory... I also felt quite manly flailing my arms around like a madman washing virtual windows.
