This will most likely never be enforced unless the government cracks down on the non-enforcing companies. Internet Service Providers would never do it as they would lose a shitload of money that they need to run.

You'll have to rotate the map, as trains MUST face West in the editor in the top view, they will automatically turn when the map starts but that's why it's doing what you're saying.
